16.0 CUMULATIVE IMPACTS

TGE proposes to conduct certain analyses of cumulative impacts of the Project and other nearby power plants. TGE proposes to include in its analysis the proposed facilities that have filed Article X applications and received compliance determinations.

The cumulative study will in each case depend on the discipline. For air quality, the protocols for such study are described in Section 7 above. Electric system production modeling will also address these plants. For visual and historic resources, any prominent views of an eligible Article X or NYPA peaking facility together with the proposed Project will be considered. Cumulative noise impacts will be assessed at receptor points situated midway between the Project and the closest new power plant facilities. The traffic study will include consideration of any routes that would be affected by both the Project and one of the above-listed facilities. For water supply, the consumptive water use of each facility will be reviewed and compared to available supplies. For wastewater, total discharge to municipal wastewater treatment plants will be reviewed. Because the Project proposes no discharge directly to surface water (except for storm water management), biological and thermal impacts from once-through cooling system flows need not be addressed.

All cumulative studies will be based on publicly available information regarding the above-listed facilities. This information includes pre-application reports or preliminary scoping statements, Article X applications, and other information available in the file room of the DPS (for Article X plants) or through NYSDEC and NYPA (for in-City peaking turbines).
